The capital is made up of several distinct poles, each with its own strengths: rental levels, occupier profiles and neighbourhood atmosphere. Since the introduction of free public transport in 2020 — a world first — and the development of the tram network, connectivity has become a key driver of location decisions. This guide presents the six key office districts of the Luxembourg market, all connected by the T1 tram line.

CBD - Central Business District | Historic Heart, Prestigious Address 

The CBD (Central Business District) of Luxembourg City encompasses the streets and avenues of the historic city centre. It attracts law firms, financial services and corporate headquarters seeking a prestigious address at the heart of the European capital. The real estate stock is mixed: renovated Haussmann-style buildings sit alongside modern mid-sized office buildings. 

Availability is extremely scarce: the vacancy rate in the CBD is among the lowest in the Luxembourg market, making it a highly sought-after but hard-to-access location. Companies wishing to establish themselves there must plan their search well in advance, or risk missing the rare opportunities that arise. This scarcity is also pushing some companies to relocate to newer districts offering modern space at competitive terms — such as Cloche d'Or, which has welcomed several relocations from the CBD (Intesa San Paolo, Baker McKenzie).

Gare | A multimodal hub on the rise

The Gare Centrale district is Luxembourg's main railway hub, offering direct connections to Brussels, Paris and the country's major cities. It attracts companies that value accessibility for their cross-border employees — who make up a significant share of the Luxembourg workforce. 

Beyond its transit function, the Gare district has undergone significant urban renewal in recent years. It is home to the headquarters of CFL (Luxembourg National Railways), POST Luxembourg and the Cité de la Sécurité Sociale — three landmark institutions that anchor the district as a fully-fledged tertiary hub. This dynamism is attracting new office and residential developments, progressively enhancing the appeal of the area. 

According to the JLL study From Mobility to Market Value (December 2025), real estate transactions in areas connected to the tram or train average 1,310 sq m, compared to 897 sq m in non-connected areas — outperforming by +46% in volume.

Kirchberg | The international business district undergoing renewal

Kirchberg is the largest office district in Luxembourg City. Located on a plateau to the east of the historic centre, it is connected to the CBD by the Grand Duchess Charlotte Bridge — one of the capital's architectural landmarks — and served by the T1 tram line, which links it to the CBD on one side and the airport on the other in just a few minutes. 

Kirchberg is home to European institutions — including the Court of Justice of the European Union and the Court of Auditors — as well as numerous international banks, law firms and investment funds. The European Convention Centre, a hub for international conferences and events, is also located here, reinforcing the district's international reach. Luxexpo The Box, an exhibition and congress centre, and the Auchan Kirchberg shopping centre complete the district's service offering, making daily life more convenient for occupiers. 

Long perceived as a mono-functional district, Kirchberg is now undergoing a profound urban transformation. New mixed-use developments (offices, housing, retail, cultural facilities) are reshaping its identity. Among the most emblematic projects: K22, the future global headquarters of ArcelorMittal, located at the entrance to the district — a strong signal of Kirchberg's ability to attract world-class companies.

Cloche d'Or | New business hub in the south of teh Capital

Cloche d'Or is a mixed-use district in full development, located in the south of Luxembourg City and directly connected to the tram line. The district combines high-quality office buildings, one of the largest shopping centres in the country, hundreds of residential units and public amenities within a contemporary urban setting. 

It attracts medium to large-sized companies, particularly in the finance, audit, consulting and technology sectors. Several major international groups have established their Luxembourg headquarters here in recent years, relocating from the CBD or Kirchberg (State Street, Intesa San Paolo, Baker McKenzie, and Stibbe), drawn by the quality of the buildings — built to the latest ESG standards — and the quality of life offered by this vibrant, mixed-use district.

Howald | Just steps from the Capital, in a Reimagined setting

Howald is a locality within the municipality of Hesperange, distinct from Luxembourg City but extremely close to the capital thanks to the tram line that serves the district directly. This direct connectivity has transformed Howald into a prime address for large international companies, which find modern, ESG-standard buildings in a calmer environment than the city centre. 

This is the case for the Luxembourg Red Cross, which is building its new "Maison de la Croix-Rouge" on Rue des Scillas in Howald. This new central headquarters will bring together 450 employees and numerous services previously spread across multiple locations. 

Cardif Lux Vie and an NCI business centre in the Corner building have also established themselves here. 

According to JLL Research, Howald and Cloche d'Or together represent "the most striking example of neighbourhood regeneration" in Luxembourg (From Mobility to Market Value, December 2025).

Airport/Findel | A new generation of buildings, a new Attractiveness

The Airport district is located in the immediate vicinity of Luxembourg-Findel terminal, outside the perimeter of Luxembourg City, but directly connected to the rest of the market by the terminus of the T1 tram line (extended to the airport in 2025). This district long posted a vacancy rate above average — around 10% between 2010 and 2020. Its transformation today is spectacular. 

Two catalysts have accelerated this renewal. On one hand, the renovation of the EBBC (European Bank & Business Centre) by Nextensa, rebranded as Moonar following a complete refurbishment with BREEAM certification: vacancy fell to around 4% in early 2024, and rents increased by +28% post-renovation (source: JLL Research, December 2025). On the other hand, the SkyPark Business Centre, of which Deutsche Bank is the main occupier, offers direct access to the airport terminal, the tram terminus and integrated hotel and retail facilities — illustrating the district's move upmarket. 

The Airport district is now establishing itself as a credible alternative to Kirchberg for companies whose business requires frequent international travel.

According to Pierre-Paul Verelst, Head of Research BeLux at JLL, connectivity to public transport has become a structural driver of the Luxembourg market: between 2020 and the first half of 2025, 71% of office transactions in Luxembourg were carried out in areas connected to the tram or train. Rents in these areas are on average 30% higher than in non-connected areas (€38/sq m/month vs €30/sq m/month in H1 2025). The development pipeline confirms this trend: 66% of the 629,800 sq m of offices planned through 2030 are located along tram or rail corridors.

For companies that do not require a city-centre address, the Luxembourg periphery represents a strategic alternative not to be overlooked. Located less than 20 kilometres from the capital, localities such as Strassen, Bertrange or Leudelange offer flexible space, easy road access and rents nearly 30% lower than tram-connected areas. A relevant trade-off for back-offices, shared service centres and fast-growing companies that prioritise space and flexibility over address.
